(CPV) - The Quang Ngai provincial Department of Transport and Viettel Post on April 23rd-24th operated the nation's first ever mobile driving license change and delivery services at Ly Son island district.

In the past, local people used to travel at least one day (30 km by sea plus 20km by road, one way) to apply for driving license documents, and an additional day for receiving driving license cards. Now, they just need only 5-10 minutes at Viettel Post units, then to wait for the final results at their home.

Apart from the fixed charge as regulation, an additional VND20,000 will be paid for delivery services at a specific address in Ly Son district, a rate 20 times cheaper than before. The Viettel Post message system is automatically updated the procedure is in process.

According to Mr Ha Hoang Viet Phuong, Party Secretary cum Vice Head of the Quang Ngai provincial Department of Transport, the Department calculates it will change around 300,000 driving licenses by 2020. It is a real challenge. The locality hopes this new service will be applied in mountainous regions, then in flatland regions as well, helping it to reach online administrative services level 4 in 2016, ahead of the set target in 2018-2020.

Online administrative services level 4 allows people to complete their information declaration at home, and send documents via the Internet to the Department. Right after that, the Department should process and transfer final result at home.

Mr Nguyen Dac Luan, Vice General Director of Viettel Post shared that from this May, the company expects to work with 15 localities along the nation to operate mobile driving license change and delivery services at home.

Earlier, Viettel Post and Departments of Justice have successfully run online legal curriculum vitae procedure services.

While Ms Phan Thi Thu Hien, Vice Head of the Vietnam Road General Department, highly evaluated the deployment of this new service, saying that it should save a lot of money in equipment and labor costs, as well as time./.
