Apart from the fixed charge as regulation, an additional VND20,000 will be paid for delivery services at a specific address in Ly Son district, a rate 20 times cheaper than before. The Viettel Post message system is automatically updated the procedure is in process.

According to Mr Ha Hoang Viet Phuong, Party Secretary cum Vice Head of the Quang Ngai provincial Department of Transport, the Department calculates it will change around 300,000 driving licenses by 2020.
