Developing human resources is one of four breakthroughs set out in the Phu Tho provincial Party Congress Resolution term 2015-2020, in order to boost sustainable and rapid socio-economic development.

Based on the Resolution, the province will focus on training human resources for key industries. Accordingly, for personnel in State management agencies, it will pay attention to training cadres suiting their positions to ensure that they are politically, theoretically and professionally competent for the positions.
Meanwhile, high quality human resources will be trained for educational, medical, scientific and technological foundations, encouraging the invitation of domestic and foreign experts in intensified research cooperation programs.
In another effort, Phu Tho considers training skilled technical workers an effective way to serve hi-tech investment projects, and boosts links between enterprises and training foundations in preparing human resources for enterprises.
In particular, training human resources for the agricultural sector will be connected with making production plans and building new-style rural areas. Training will only be carried out when localities identify the demand of production and ensure that the knowledge provided for trainees will be applied in production.
The province is striving to increase the rate of trained laborers to 70% by 2020, with nearly 239,000 people to be trained, by raising the quality of lecturers and developing vocational training foundations, especially for hi-tech industries./.
