The Prime Minister has issued Decision No. 1190 / QD-TTg dated August 5, 2020, approving the Program to support people with disabilities for the 2021-2030 period. Accordingly, it aims to increase the number of disabled people having access to medical services to 90% by the end of the period.
The overall objective of the Program is to accelerate the realization of the United Nations Convention on the Rights of Persons with Disabilities and the Law on Persons with Disabilities, thus improving their quality of life.
In addition, it also targets to create conditions for people with disabilities to participate equally in social activities; develop a barrier-free environment that guarantees the legal rights of people with disabilities; and support them in promoting their abilities.
Under the program, from 2021 to 2030, each year, the country will help 90% of disabled people access health services in different forms.
Moreover, 80% of children from 0 to 6 years old are checked for early detection of birth defects, developmental disorders and early intervention for all forms of disability. Approximately 70,000 children and people with disabilities will receive orthopedic surgery, rehabilitation and appropriate equipment. Eighty percent of children with disabilities have access to education.
The program will help 300,000 disabled people be supported with vocational training and job creation. Infrastructure and equipment will be invested in 6 specialized vocational education institutions to provide vocational training for people with disabilities, while 100% of people with disabilities have access to loans at preferential interest rates.
Therefore, the project focuses on supporting disabled people in many areas such as healthcare, education, law; vocational education, job creation and livelihood support; prevention and control of epidemics and natural disaster mitigation; approach to construction works and participation in traffic; and access to and use of information and communications technology.
Along with that, the project also helps disabled people in receiving legal support, cultural, sports and tourism activities; living independently and integrating into the community; and raising social awareness and care for people with disabilities./.
