Hanoi is striving to become a city of industrialization and modernization by 2025; a modern industrial city by 2030; with development of selective industrial production industries, and create breakthrough industries and products with modern and advanced technologies, and with a high gray matter content, as a basis for knowledge-based economy development.

It is the industrial goal of Hanoi city that has been agreed by the Ministry of Industry and Trade. The ministry has also confirmed that it will assign tasks to relevant agencies to realize the goal.
Accordingly, with a vision to 2045, Hanoi is set to become a modern industrial city in the region and internationally, and the information technology center of the country.
The Ministry of Industry and Trade will strengthen coordination and support for the city so that by 2025, it will be built into a major trade and economic center of the country and Southeast Asia. In which, the city will establish, strengthen and develop goods distribution channels for advanced and sustainable development; efficiently exploiting advantages from trade agreements, geo-economic advantages; and create a breakthrough in trade - service.
Additionally, the two sides will encourage modern service business organizations such as shopping malls, supermarkets, consumer goods chains, convenience stores, online sales, and vending machines, international financial and trade center, national and international fair and exhibition centers, and banking and financial service centers.
Hanoi will also develop modern forms of distribution and apply e-commerce, step by step establish a non-cash electronic payment network; synchronously complete legal provisions and policies on development of trade - services; bring into full play all resources for developing commercial - service infrastructure, deserving its position as the national political - administrative - economic center./.
