In his opening speech, regarding the socio-economic situation in 2020 and 2021, the Party General Secretary and State President suggested the PCC to research, study and give unbiased and comprehensive assessment of the socio-economic situation; and note the results and achievements gained as well as weaknesses, reasons for weaknesses and experience learnt.
He also asked the PCC to focus on giving profound analysis on the bad influence of COVID-19, global economic crisis and the big changes in the world market towards the realization of socio-economic development targets, in order to ensure macroeconomic stability; increase the quality of growth and sustainability of socio-economic development; ensure national defence and security; and maintain political stability and peaceful environment for national construction and protection.
According to the Party General Secretary and State President, it is necessary to devote thorough research and analysis, as well as scientific forecasting on the situation, in the final months of 2020 and the years to come.
In terms of the completion of the draft documents to the 13th National Party Congress, he suggested the PCC complete the documents, especially the draft political report which reveals the results of the implementation of the 12th National Party Congress resolution; forecast on the situation, especially in the early years of the 13th term; and development targets, strategic breakthroughs, task orientations and solutions to the development in all areas.
He also suggested the PCC to adopt the draft political report, socio-economic report, and the report on Party building and the implementation of the Party charter to take ideas from deputies from the 14th National Assembly, the Vietnam Fatherland Front, political and social organizations and people.
Regarding the personnel work for the 13th Party Congress, the Party General Secretary and State President stressed that the selection and introduction of personnel work to the PCC term XIII must strictly follow the personnel orientations, ensure the comprehensive leadership of the PCC in all areas, and satisfy the demand of leadership in realizing tasks at the central and local levels.
Clearly noting that personnel work for the PCC term XIII is very important, he urged the PCC to heighten its sense of responsibility to thoroughly select personnel before voting./.
