The Da Nang People’s Committee has submitted a list of proposed investments to the city’s People’s Council for approval during its year-end meeting. The list outlines prioritized projects for funding and construction of technical and social infrastructure within and outside the FTZ.
Three infrastructure and social projects within the FTZ, located in Hoa Vang District, include development of shared technical infrastructure for production zones, common technical infrastructure for logistics areas, and shared infrastructure for commercial and service zones as well as other functional areas.
The specific locations for these functional zones (production, logistics and commercial-service areas) within the FTZ are yet to be finalized by authorities. These proposed projects aim to accelerate construction once the government officially approves Da Nang's FTZ plan.
The 30 proposed external infrastructure and social projects will be located in Hoa Vang District, Lien Chieu District and Thanh Khe District. These include logistics infrastructure and inland port projects, new urban areas (Urban Zone 1 and Urban Zone 2), a coastal port service urban area along the Cu De River, and resettlement zones and high-rise residential areas.
Additional projects focus on transportation infrastructure such as upgrading and expanding the Hai Van South Bypass Road, construction of the airport perimeter road, roads connecting Lien Chieu Port with the logistics hub, FTZ, the North-South Expressway, and extensions and expansions of roads in the city's western region.
To promote semiconductor chip production and artificial intelligence (AI) development in the FTZ, the city plans to invest in a research and development (R&D), training and business incubation zone within the Da Nang High-Tech Park. This zone will be connected to the FTZ via a network of new roads linking it with the ring road and National Highway 14B.
In June 2024, the National Assembly approved a resolution granting Da Nang special urban governance and pilot mechanisms for specific development policies. These include establishing the FTZ, which will be linked to Lien Chieu Port and attract investment in finance, trade, tourism and high-quality services.
The Da Nang Department of Industry and Trade has identified four potential locations for the FTZ, covering an estimated 1,000–1,500 hectares. The city plans to finalize the FTZ proposal and submit it to the Ministry of Planning and Investment by December 2024. The Ministry will evaluate the proposal in quarter 2025 before submitting it to the Prime Minister for approval./.
