According to the Department of Labor, Invalids and Social Affairs of Hai Duong, the province currently has 491,053 children, accounting for 25.09% of the population. Among them are 145,121 children under 16 years old, 4,222 children in special circumstances, 11,940 children at risk of falling into particularly difficult circumstances, and 2,817 children receiving social welfare benefits within their communities.
Provincial departments, sectors and localities have actively implemented and strictly adhered to Party guidelines and State policies regarding child care, education and protection.
Based on the practical needs of children, the province has introduced various specialized policies directly affecting children and their families, creating a healthy environment for optimal child development.
The province has developed an action program for the 2021–2030 period, focusing on comprehensive goals such as healthcare and nutrition for children, child protection, education, cultural activities, recreation and encouraging children to participate in child-related issues.
In recent years, Hai Duong has provided comprehensive healthcare for children across localities. As of the 2022 evaluation, 64.26% of communes, wards and towns met child-friendly standards. The province allocated a budget of VND4.465 trillion in 2023 and VND5.170 trillion in 2024 for child protection and care initiatives.
Currently, 100% of children under six have health insurance cards, and the rates of stunting and underweight/malnutrition among children under five have decreased to 11.9% and 7.96%, respectively. The infant mortality rate is 0.9%, and 98% of children under five are registered for birth certificates.
The province has mobilized and connected sponsorships for 1,304 orphans and disadvantaged children, with nearly VND10.6 billion in total donations distributed. The enrollment rate for five-year-old children in preschool has reached 100%, and the completion rate for lower secondary education is also 100%. Over 90% of communes, wards and towns have recreational facilities for children, while 95% of villages and residential areas have cultural houses for children's activities.
Hai Duong will continue to closely monitor the implementation of the Law on Children, ensure children's rights, enhance the effectiveness of child-related programs, and create a safe, healthy living environment for comprehensive child development./.
