As part of the plan to celebrate the 77th anniversary of Wounded and Fallen Soldiers’ Day (July 27), Hanoi aims to raise over VND22.8 billion for the "Gratitude Fund," provide 1,245 "Sentimental Savings Books" (minimum of VND3 million each), repair and upgrade 31 memorials for martyrs, support the repair and upgrade of housing for 133 families of those who contributed to the revolution, and distribute 120,551 gifts with a total budget of nearly VND200 billion to revolutionary contributors.
So far, localities and units in the city have disbursed and given gifts according to regulations. Notably, Hanoi has called on citizens to support the 2024 "Gratitude Fund" campaign. By the July report period (from June 16 to July 15), the city had raised 22.7 out of VND22.8 billion, achieving 99.5% of the target. Even before the end of the campaign, many districts and counties have met their targets, with some exceeding the city's set amount. According to the Hanoi Department of Labor, Invalids and Social Affairs, it is expected that by the end of July 2024, all districts, counties and towns will have met and exceeded the city's targets.
Additionally, the city has mobilized social resources to repair and upgrade 119 of 133 houses for revolutionary contributors, reaching 89.5% of the annual plan with a budget of VND4.6 billion (including 61 newly built houses and 58 repaired houses); distributed 960/1,245 "Sentimental Savings Books," reaching 77.1% of the annual plan, with a total amount of 3.2 billion VND, averaging 3.4 million VND per book; and repaired and upgraded 24 of 31 memorials for martyrs, achieving 77.4% of the annual plan with a budget of VND72.5 billion VND. Especially in Hanoi, 100% of the living Vietnamese Heroic Mothers (57/57) are well cared for in terms of material and spiritual life.
To fully and promptly implement the preferential policies of the Party and the State for those who contributed, the Hanoi Department of Labor, War Invalids and Social Affairs has actively advised the city to issue special preferential policies, contributing to improving the quality and effectiveness of the payment of gratitude movements, continuously enhancing the material and spiritual lives of those who contributed. The department has developed a resolution stipulating the content and level of support for monthly allowances for those who contributed to the revolution and their relatives. This will significantly improve the care for those who contributed. Notably, in the past seven months, the total budget spent on preferential treatment revolutionary contributors in Hanoi has been VND1,481 billion.
Mr. Ta Nam Chien, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ba Dinh district, said the district has taken many effective measures to support and care for the lives of revolutionary contributors, such as repairing and building new houses, providing regular and unexpected support for families in difficult circumstances. The payment of gratitude movement in the district has received attention and support from many agencies, units and businesses. The whole district has raised more than VND2 billion for the "Gratitude Fund," reaching 182% of the plan.
Mr. Nguyen Huu Tuyen, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Bac Tu Liem District, informed that the district currently has 2,577 families benefiting from preferential policies for those who contributed. Over the past 10 years, the district has distributed and given over 196,000 gifts with a total value of over VND71 billion and raised over VND12 billion for the "Gratitude Fund" to pay tribute and share the pain and loss of the families of those who contributed to the revolution./.
