Sustainable poverty reduction: Vietnam’s outstanding success and humanitarian significance

Sustainable poverty reduction and ensuring social security is a major, important and consistent policy of the Party and State, which has been implemented throughout the country’s renewal process and national construction and development.

This is an important socialist orientation of Vietnamese society under the leadership of the Party in order to ensure human rights.

Overcoming many difficulties, sustainable poverty reduction in Vietnam in recent years has achieved many impressive results, becoming one of the models of achievements in hunger eradication and poverty reduction, a success story inspiring developing countries.

In the period 2016-2020, Vietnam's poverty reduction results have made outstanding achievements, reflected in many factors.

The poverty reduction results achieved and exceeded the targets assigned by the National Assembly and the Government. Specifically, the poverty rate of 9.88% in 2015 decreased to 2.75% in 2020; the rate of poor households among ethnic minorities decreased by an average of 4% per year; and the rate of poor households in poor districts decreased by an average of 5.4% per year.

Poverty reduction programs, mechanisms, policies and laws have been promulgated by the Government quite synchronously to comprehensively support the poor, with specific poverty reduction policies, with priority given to the ethnic minority areas, and areas with special difficulties.

The National Assembly and Government are very interested in allocating resources from the state budget and mobilizing the resources of the whole society to implement the poverty reduction program, with total resources having been VND120 trillion.

In particular, the application of the poverty line has been implemented in a multi-dimensional and methodical manner in Vietnam. Vietnam has 8 times promulgated the national poverty line according to the poverty reduction pyramid model, meeting the needs of the poor, suitable to the country's socio-economic conditions in each period. As a result, Vietnam is one of the first 30 countries in the world and one of the first countries in Asia to apply a multidimensional poverty line, ensuring a minimum standard of living associated with the Sustainable Development Goals (SDG) of the United Nations.

As a result, people's incomes and material and spiritual lives have been improved, especially people living in poor areas and areas with special difficulties. The poor’s income has more than doubled in the past 5 years. More than 13,000 projects have supported production development, livelihood diversification and effective poverty reduction model replication with over 2.2 million beneficiaries; 5,500 laborers from poor households, near-poor households and ethnic minority households have been supported to work abroad.

Thanks to appropriate programs, mechanisms and policies, essential socio-economic infrastructure, regional links are prioritized for investment, changing the face of poor and extremely difficult areas.

Resident Representative of the United Nations Development Program (UNDP) in Vietnam Caitlin Wiesen also said that Vietnam's poverty reduction achievements are impressive and internationally recognized./.
