PCC closes 4th session

In his closing speech, Party leader Nguyen Phu Trong clarified some issues and gave an overview of results reached by the session, regarding the socio-economic situation in 2016 and 2017, the renewal of growth model, the implementation of international economic integration and the Party building and rectification.

 

After 6 days of serious working, the 12th Party Central Committee (PCC) 4th session was closed on
October 14th after completing its planned agenda.

 

The PCC agreed that in the first 9 months of this year, the country gained fairly high economic growth rate compared to regional and world countries, with the macro economy remaining stable and inflation being controlled. In the remaining months of this year, to obtain an economic growth rate of 6.3-6.5%, it is necessary to disburse capital by realizing investment projects funded by the State budget; mobilizing social resources for expanding production, especially for production and exports of agricultural products; dealing with obstacles in coal consumption; and increase tourism development.

The PCC identified that in 2017, the country needed to focus on ensuring the stability of the macro economy, promoting economic growth, improving people’s lives and ensuring social welfare; and renewing growth model, improving business environment, increasing the quality of growth, labour productivity and competitiveness.

In addition, it will have to boost cultural development and realize democracy and social equality, effectively deal with climate change, protect the environment, firmly protect the national independence, sovereignty, unification and territorial integrity, maintain peaceful and stable environment for national development, actively integrate into the world, contributing to raising Vietnam’s position and prestige on the international arena.

The Party chief noted that renewing the growth model was a key task in the upcoming time. According to the Party General Secretary, the developing growth model is relying more on labour productivity, the quality and competitiveness of the economy; mobilizing, distributing and effectively using resources; promoting patriotism and national pride as well as people’s talents and creativity and the potentials and advantages of every sector and locality; making conditions for every resident to enjoy the benefit of growth; realizing social progress and equality; ensuring national defence and security; and maintaining ecological environment.

Regarding missions and solutions, Party General Secretary Nguyen Phu Trong stressed the realization of strategic breakthroughs, including increasing the renewal and completion of the socialist-oriented market economy, creating attractive and favourable business environment for start-up and for creativity, research and application of science and technology; developing specialized administrative and economic areas, smart cities, and hi-tech industrial and technological zones; and increasing the absorption of technology, considering enterprises a centre of renewal, development and transfer of science and technology; building up the private sector as an important driving force for economic development; and pushing administrative reform.

The PCC agreed to focus on developing a synchronous socio-economic infrastructure; increasing the development of science and technology; carrying out educational and training renewal, increasing the quality of human resources; and developing markets, especially labour market, scientific and technological market, financial and monetary market, and real estate market.

The PCC stressed the need to put investment priority in agriculture, looking towards a hi-tech agriculture and sustainable and effective ecological agricultural; develop safe food chains and organic food serving people’s lives and exports; investing more in research and application of science and technology in producing products suiting climate change and sea level rise.

In addition, the PCC identified that international economic integration was the mission of the whole people. The effective implementation of free trade agreements will create new opportunities, expand export markets with preferential policies, and raise participation in global supply and production networks.

According to the PCC, international integration will help Vietnam join more in the establishment of regional and international institutions, regulations and structures, opening up opportunities to protect the national interests, ensuring independence and self-reliance, reinforcing and maintaining a peaceful and stable environment for national construction and protection. Meanwhile, consumers have more choices in selecting high quality goods and services with more reasonable prices.

“During the signing, participation and implementation of new generation free trade agreements, it is necessary to maintain foreign policies of independence, self-reliance; diversification and multilaterialization of international relations,” said Mr Phu Trong.

According to him, in the next 5-10 years, the country should give priority to building and carrying out policies and solutions, and preparing human resources, competitiveness, ideology and state of mind for realizing signed agreements, ensuring the efficiency of international integration, in combination with keeping political and social stabilization.

The PCC 4th session also reached a consensus on carrying out groups of solutions to promote Party building and rectification.

In the closing speech, Party leader Phu Trong urged each PCC member to promote their responsibility, together with Party organizations and authorities to carry out PCC conclusions, contributing to realizing the 12th National Party Congress resolution, and promoting the realization of socio-economic development tasks, international economic integration, social and political stability, and Party building and rectification./.
