Connecting to strengthen great national unity block
In 2018, SCOV organized many activities to facilitate overseas Vietnamese to return home to meet and exchange with the local administration and people such as the annual event of Spring Homeland 2018 (it is the first time, 100 typical overseas Vietnamese were received by the General Secretary and the Prime Minister); overseas Vietnamese delegation attending the Hung Kings’ death anniversary, outstanding overseas Vietnamese delegation visiting soldiers and people on Truong Sa island district and frame-house DK1, overseas Vietnamese delegation attending the National Day (September 2nd) and overseas Vietnamese delegation participating in Vietnam Summer Camp.
Notably, overseas Vietnamese returning to the country, not only visit their relatives, but also to invest in business, contributing greatly to Vietnam’s socio-economic development. The broader investment and business environment and policies for overseas Vietnamese have promoted its effectiveness, while the domestic development have helped to promote the national pride and encourage them to contribute to the overall development of the nation.
Over the past time, SCOV has boosted teaching and learning of Vietnamese language, attracting the large attention of the community. SCOV has coordinated with the Ministry of Education and Training to launch a competition on writing Vietnamese textbooks, as well as cooperate with media channels to provide Vietnamese learning programs.
Moreover, SCOV has cooperated with representative missions and domestic related agencies to carry out many measures to mobilize administrations of local countries to create favourable conditions for overseas Vietnamese to live: support legal procedures for about 60% of Vietnamese origin in Cambodia; closely following situation of the community in countries of Laos, Thailand and Ukraine.
Improving legal status and protecting overseas Vietnamese have been integrated and are one of the important contents of high-level visits and diplomatic activities of the leaders of the Party and State. This has a clear effect on protecting the legitimate interests of overseas Vietnamese.
Promoting overseas Vietnamese resources
Political position of overseas Vietnamese community is being increasing. The number of overseas Vietnamese intellectuals, scientists is becoming large. Many scientific and intellectual associations have been established and become an effective bridge between host countries and Vietnam, including contributions of professors Tran Thanh Van and his wife Le Kim Ngoc with Odon Vallet Education Fund and of members of the Association of Vietnamese Scientists and Experts.
Vietnam always considers overseas Vietnamese as an important resource with great potential in economy, science, technique, politics, culture and society. Therefore, the number of overseas Vietnamese experts and intellectuals participating in scientific and technological activities in Vietnam is about 300 arrivals of people per year. At present, there are four overseas Vietnamese intellectual experts participating in the economic consulting team of Prime Minister Nguyen Xuan Phuc, including Prof. Dr. Nguyen Duc Khuong from France; Prof. Dr. Tran Van Tho from Japan; Assoc. Prof. Dr. Tran Ngoc Anh from the US; and Assoc. Prof. Dr. Vu Minh Khuong from Singapore.
Over the past year, overseas Vietnamese intellectuals have conducted various activities in Vietnam, focusing on hot issues and suitable with common trend in the world such as start-ups and the fourth industrial revolution.
At present, there are nearly 3,000 overseas Vietnamese businesses operating and investing in Vietnam with the total capital of about USD4 billion.
In the coming year, the current policies should be supplied and completed, as well as new policies and breakthrough measures should be issued to create better conditions for and encourage overseas Vietnamese to make contributions to the cause of construction and protection of the nation.
“We will continue to build initiative to further attract and promote resources of knowledge and finance of overseas Vietnamese intellectuals and businessmen, especially young overseas Vietnamese, to develop the country,” said Mr. Luong Thanh Nghi, Deputy Chairman of SCOV./.
