Over 40 million poor families receive direct assistance

The Prime Minister has signed Decision 25/2018/QD-TTg (dated June 6th, 2018), abrogating Decision 102/2009/QD-TTg (dated August 7th, 2009) on the policy giving direct support to poor families in disadvantaged regions.

Throughout 8 years of implementing Decision 102/2009/QD-TTg, over 40 million people from poor families in disadvantaged regions were assisted. However, because of changes in policies and the development of the economy, the decision’s support is not suitable with reality anymore.

Specifically, direct assistance is more suitable for a short term effect without bringing long-term and sustainable efficiency, as some groups of people rely on the assistance and do not make efforts in escaping poverty themselves.

The previous assistance was not high enough for boosting production and eliminating poverty in disadvantaged regions. Meanwhile, other policies in support of production, including the national target programs and policies carried out by the Ethnic Minority Committees make actual effect of the decision less significant.

The Government’s guideline now is to reduce direct assistance and increase support that involves the participation of poor people, while giving priority to the development of ethnic minority-inhabited regions, poor districts and communes and extremely disadvantaged villages./.
