Political trust, mutual understanding

According to Ambassador Khoi, the special relationship between the two countries is reflected in the sincere affection between the two peoples.

The Russian people are friends, comrades and brothers who always accompany and support Vietnam with very practical actions in the past and present, contributing to strengthening the good traditional friendship between two peoples.

The relationship between the peoples of the two countries is an invaluable asset and a solid foundation for the comprehensive strategic partnership between Vietnam and the Russian Federation.

The Party and State always pay attention to and consider the Vietnamese community in Russia an indispensable part, a resource of the ethnic community and an important factor contributing to strengthening the cooperative and friendly relations between Vietnam and Russia.

The most prominent feature of the two countries' relations is that the political trust and mutual understanding are constantly being enhanced and consolidated, with the regular exchange of delegations and contacts at all levels, especially high-level ones, being the basis for promoting comprehensive cooperation between the two countries.

The two sides have implemented cooperation in all channels, in all fields from Party diplomacy, State diplomacy, to local cooperation, and people-to-people diplomacy, and especially the warm affection of the two peoples towards each other is increasingly consolidated and enhanced. The two countries share views and stances on many international and regional issues, and work together closely in the international arena, especially at the United Nations forum, actively contributing to the development of each country as well as maintaining peace, stability, cooperation and development in the world and in the region.

In the context of the tense pandemic situation, President V. Putin limited the reception of international guests; however, with the special nature of relations with Vietnam, the official visit to the Russian Federation by President Nguyen Xuan Phuc from November 29 to December 2, 2021 was successfully held and carried a very important meaning, deepening the relationship "Comprehensive strategic partnership" between Vietnam and Russia in the new situation, strengthening the strategic cohesion between the two countries in the context of increasingly complex world and regional situations, and promoting comprehensive and substantive cooperation in all fields.

The two countries have issued a Joint Statement on the Vision of the Vietnam-Russia Comprehensive Strategic Partnership until 2030.

The visit took place in the context that the two countries' relations are developing very well, at the time when the two sides ended the 71st anniversary of the diplomatic relations, right on the occasion of the 20th anniversary of the strategic partnership and next year is the 10th anniversary of upgrading to a comprehensive strategic partnership, and the fifth anniversary of Vietnam signing the Free Trade Agreement with the Eurasian Economic Union.

Accompanying in the fight against COVID-19 pandemic

The special relationship between the two countries is demonstrated as the former Soviet Union greatly helped Vietnam in the struggle for national independence and today Russia helps Vietnam in the fight against the pandemic.

Russia was the first country to announce that it registered to produce a vaccine against COVID-19 and even in the context that the number of vaccines is not enough to meet domestic demand, as well as for previously signed vaccine supply contracts with other countries, immediately donated 1,000 doses of Sputnik-V vaccine to Vietnam and recently 100,000 doses of Sputnik-Light.

In particular, within the framework of President Nguyen Xuan Phuc's visit to Russia, on December 1, 2021, the two sides signed a Memorandum of Understanding on the transfer of production technology and the establishment of a new production facility of the Sputnik-V vaccine, as well as the production of pharmaceuticals, including drugs for the prevention and control of COVID-19.

With Russia's cooperation in vaccine production, Vietnam has the opportunity to become a vaccine center in the region, helping vaccines to be exported to other countries quickly and conveniently, continuing to affirm its internal strength and position in the international arena.

It can be seen that in the past 20 years, the strategic partnership between Vietnam and the Russian Federation has passed the test of time and is developing strongly in both breadth and depth with many important achievements over all fields, truly becoming the invaluable common property of the two peoples. Vietnam always considers Russia a top priority partner in its foreign policy, and Russia considers Vietnam a priority partner in Russia's policy towards the Asia-Pacific region./.
