According to the decision, the planning scope will cover an area of over 2,171sq.km, including the whole area of Van Don district. Of which, the natural area is 581.83km2 and the sea area is 1,589.5km2.
At the event, under the authorization of the Government, Deputy Minister of Construction Nguyen Tuong Van awarded the decision approving the adjustment of the general planning on construction of Van Don Economic Zone to 2040 to Quang Ninh province.

Under the planning, Van Don will be developed to become a multi-sector marine economic zone and a center of entertainment with casino and high-class sea-island tourism with diversified services; a gateway for international trade, creating unique modern and high-quality products with international brands and competitiveness. Van Don is defined as a green, modern, smart, sustainable sea-island city and an area with a stable location in terms of national security and defense.
The total population is expected to reach around 140,000 – 200,000 by 2030 and 300,000-500,000 by 2040.
The spatial development structure of Van Don EZ is divided into two regions, including Cai Bau island and Van Hai archipelago, with orientation of five development belts, including: a high-class ecological resort belt; Ecotourism belt in combination with protection of natural heritage; Belt for urban services, culture and entertainment (eastern area of Cai Bau island); High-tech service, commercial and industrial belt and logistics service area (the western area of Cai Bau island); and the reserve belt for development and expansion in the West (in the boundary of Cam Pha city and Tien Yen district).
Adjusting the general planning to build Van Don Economic Zone until 2040 of the Prime Minister is very important in the construction and development strategy of Van Don as well as of Quang Ninh province and the nation with many important aspects, Mr. Nguyen Van Thang, Chairman of the Quang Ninh People's Committee affirmed at the conference.
Deputy Minister of Construction Nguyen Tuong Van expressed that this adjustment project was the expectation of the Government, the wishes of the people of Van Don and Quang Ninh province and domestic and foreign investors. The Deputy Minister believed that this would be a favorable condition for Quang Ninh and Van Don district to continue promoting their potentials and advantages for development.
The Prime Minister assigned the Quang Ninh Provincial People's Committee to coordinate with the Ministry of Construction to review the planning adjustment while setting up mechanisms and financial resources, human resources to implement technical infrastructure projects to create motivation for socio-economic development of Quang Ninh./.
