Quang Ninh province realises sustainable poverty reduction with practical policies

The northern province of Quang Ninh is among provinces and cities with the lowest poverty rate. In the first six months of the year, another 1,350 families escaped poverty, accounting for 45% of the target for the whole year.

The poverty reduction is a result of practical policies, of which many production and business models had been transferred to help families escape poverty.

In 2012 alone, the total outstanding balance for poor families in the province reached over VND586 billion with over 34,000 poor families accessing the loans.

In 2011 and 2012, the province allocated over VND6.1 billion in loans from the national poverty reduction program to carry out 33 poverty reduction models in different localities.

The models included sugarcane planting with profits of VND90-100 million per hectare and creating jobs for hundreds of labourers in Hai Ha and Dam Ha districts, edible canna planting in Binh Lieu district, and wild boar, cow and fresh water fish raising.

Besides, to support the poor, the province applied policies supporting medical insurance, power fees, schooling, legal fees and the building of new houses. In 2012 alone, the province granted medical insurance cards for 132,480 people. In the first half of 2013, medical insurance cards were given to 107,170 poor and ethnic minority people in disadvantaged regions.

Apart from the State budget, the province mobilised capital from society through programs such as the fund for the poor, increasing the quality of poverty reduction./.
