During a recent meeting of the Quang Ninh provincial Party Committee to review five years of implementing the 7th Party Central Committee meeting resolution term X on agriculture, rural areas and farmers, provincial leaders agreed that the province had achieved comprehensive outcomes in all areas, creating an important impetus in making the province a modern industrial and new style rural area province by 2015.

Statistics in 2008 showed that agriculture made up only 6.49% of provincial GDP. However, the province considers the agricultural sectors, rural areas and farmers to have a strategically important role in the province’s industrialization and modernization, a firm foundation for maintaining political stability and social safety and ensuring defence and security in the province.
Over the past five years, the province has built up a comprehensively developed sector of modern agricultural production with the high productivity, effective and competitive commodities, while strongly developing the industrial and service sectors in rural areas. Based on adopted planning, together with policies to attract and encourage production, the agricultural, forestry and fisheries in the province have changed their structure reasonably.
The production value in the fisheries sector increased from 43.5% in 2009 to 48.2% in 2012; in the forestry sector from 9.3% in 2009 to 11.6% in 2012; and in the planting sector from 30% in 2009 to 31.2% in 2012. Concentrated agricultural production areas have been set up in the province, making good conditions for commodities production and increasing the efficiency of land use. The province has strived to keep the rice area of 26,590 hectares by 2015 and 25,000 by 2020 to ensure food safety for half a million people.

After two years carrying out the program on building new style rural areas, rural infrastructure has been invested adequately with all 125 communes in the program having car roads to the commune centres.
By the end of 2012, 98.6% of the province’s population had access to the national grid, while the projects to bring power to Co To Island and island communes in Van Don district are being carried out with a capital of over VND1.1 trillion.
Meanwhile, the province has also poured investment into building schools, medical stations, the irrigation system and cultural houses.
While building new style rural areas, the province has focused on transferring science and technology to increase the quality of agricultural production; giving vocational training to rural labourers to increase the quality of human resources and raise labourers’ income.
As a result, rural residents’ spiritual and material lives have been improved day by day, especially those in remote, border and island areas, while the political system and rural security have been reinforced./.
