Three years after starting the program to build new style rural areas, the mountainous district of Hai Ha of the northern province of Quang Ninh has received the consensus from the whole political system and people across the district.

So far 73% communal roads and the irrigation works have been completed, with the joint efforts from the authorities, people, enterprises and social organizations. Apart from the budget, people and organizations have assisted the program with VND27 billion.
Hai Ha has identified a focus on the development of border and sea port trade exchange and services. Along its 10 kilometre border line, Vietnam and China are studying the upgrade of Vietnam’s Bac Phong Sinh and China’s Li Hoa trade point into a main border gate. In addition, a part of provincial road linking Bac Phong Sinh with a national highway has been upgraded, contributing to promoting and developing goods trading among regions.
Hai Ha district is building planning projects for this area including the Bac Phong Sinh border gate economic region, which is over 9,000 hectare in area, calling on investors to open storage and stations to serve exports.
The district is also studying plans to make the district port industrial area an intermediate station for containers from Mong Cai and Bac Phong Sinh border gates to Hai Phong city, helping to reduce the fees. First, the district is investing in power, water and roads for the region.
However, according to the Secretary of the district People’s Committee, Tran Van Lam, together with the development of traffic projects linking trade border gates to create a breakthrough in industrial and service sectors, the district has paid great attention to agricultural production, with large investment to be poured into tea, sugarcane, safe vegetables fields and fishing grounds.The main crop of the district, tea, covers 982 hectares and produces 1,600 tonnes of preliminarily treated tea for sale each year, while the market can consume a greater amount of tea than that.
A new variety of tea in the district has brought about high productivity and economic value, helping over one thousand of families have stable incomes.
The district has also gained high economic value from 152 hectares of sugarcane, at VND300-VND350 million per hectare.
Forests are also advantage of the district with some 35,000 hectares of forests, covering 50% of the district.
The district also has strength in fish catching and raising with an area of 6,000 hectares.
The district is expected to complete the criteria in the building of new style rural areas by 2015, on schedule./.
