Specifically, Vietnam achieved a total score of 94.59 out of 100, with an improvement in all 5 pillars assessed by ITU. In which, the two pillars of legal measures and cooperation achieved a perfect score of 20 of 20; while the remaining three pillars of technical measures, organizational measures and capacity development scored 16.31 of 20; 18.98 of 20 and 19.26 of 20, respectively.

According to the Department of Information Security under the Ministry of Information and Communications, the results were brought about by the great political determination of the Party and Government on the issue of ensuring cyber security, as well as the efforts of ministries, branches and localities to ensure information security according to a 4-layer model.

Vietnam also has an initiative on enforcing the legal corridor, including Directive 14/CT-TTg dated June 7, 2019 on enhancing cyber safety and security to improve Vietnam's ranking index, in which the Prime Minister requested ministries, sectors and localities to fully deploy the 4-layer model to ensure information security. As a result, in 2020, the information security assurance rate under the 4-layer model increased from 0% in 2019 to 100% by the end of the year.

Along with that, Vietnam has programs and projects to develop methodically and long-term for cyber security human resources and build a safe cybersecurity product ecosystem "Make in Vietnam".

According to the Department of Information Security, Vietnam will continue to maintain its determination and efforts in the long term to maintain its position in the group of 25 leading countries in terms of cyber safety and security, as well as to realize the goal of becoming a power in cyber security.

In the coming time, the Ministry of Information and Communications will continue to invest in developing the Research and Development Center (R&D) on cyber safety and security; support the building of the "Make in Vietnam" information security product ecosystem; and develop a team of experts, improving Vietnam's cyber safety and security capacity./.
