There are 10 groups living together in Hoanh Bo district in the northern province of Quang Ninh, of whom, 36 percent belong to ethnic minorities, and have in recent years received effective support from the implementation of government policies directed at their socio-economic development.

The district, has provided significant capital to support the development of infrastructure and means of production in the mountainous and other extremely disadvantaged regions.
In four years from 2009, a total of 8 disadvantaged communities of the province have received nearly VND360 billion for development, including nearly VND182 billion invested in the road traffic system; over VND26 billion towards irrigation and agricultural; and almost VND30 billion in the educational and healthcare sectors.
Significant investment has also been made supporting the agricultural production of commodities, by providing the land for the expected output.. Also, preferential credit programs have been applied to allocate loans for people’s investment, with over VND216 billion being disbursed from the district Bank for Social Policies, in 7 preferential credit programs, over the past 5 years.
The district has also spent over VND25 billion implementating a program of building new style, rural areas designed to support the ethnic people’s means of production. An additional VND171 billion has been invested into traffic infrastructure, irrigation, cultural houses, schools and electricity supplies..
Under the program, over the past 5 years, the district has put aside over VND9 billion in supporting the construction of 320 houses for poor ethnic minority householder’s and their beneficiaries’ families.
Thanks to the successful implementation of the policies, nearly 100 percent of families now have access to the national grid, 95 percent of mountainous residents enjoy a safe water supply and all communities have adequate roads, facilitating easier trade for the locals.
In its policy for the ethnic minority people, the district has assisted the training of ethnic minority pupils. In 2013 alone, the district supported 4,500 ethnic minority pupils’ schooling fees, meals and daily expenses to the value of VND4 billion From 2009 to 2013, 8 ethnic minority pupils from extremely disadvantaged communities were sent to be trained at universities and colleges, so that upon graduation, they will be given priority for important positions in the region./.
