In applying the third phase of the program on boosting socio-economic development in extremely disadvantaged ethnic minority-inhabited and mountainous communes (Program 135), the northern province of Quang Ninh has spent over VND333 trillion.

The amount of money is double the assigned amount, as the provincial poverty reduction steering committee combined Program 135 with other sustainable poverty reduction programs and projects.
Of the capital, over VND31 trillion came from the central budget, over VND120 trillion from local budgets and over VND181 trillion from mobilization capital, people and target programs.
In infrastructure development alone, over VND297 trillion was spent building the irrigation, traffic, power supply, safe water, school, cultural house and rural market systems across localities benefiting from the program, including 22 extremely disadvantaged communes, three border communes and 13 extremely disadvantaged villages.
Since the implementation of the program in 2011, remarkable progress has been seen in the communes, increasingly improving people’s spiritual and material lives. All the villages now have roads to their centres, have been connected with the national grid, and 17.3% of communes have been provided with adequate irrigation works satisfying the demand for production and people’s lives./.
