VND27 trillion expected to be spent supporting COVID-19 affected labourers

Up to 9.1 million workers were affected by the COVID-19 pandemic in the first quarter of 2021. Notably, the 4th COVID-19 wave, since the end of April, has spread to industrial zones, where many businesses and workers are concentrated, directly affecting local production and export as well as the livelihoods of hundreds of thousands of workers and labourers.

According to the General Statistics Office, among 9.1 million workers affected, more than 500,000 workers lost their jobs, and more than 2.8 million people had to take leave without pay. The pandemic has had a strong influence on industries such as passenger transport, aviation, tourism, hotels and entertainment.

The Government, the Prime Minister, the National Steering Committee for COVID-19 Prevention and Control, the ministries and localities have held hundreds of meetings in various forms to direct the pandemic prevention and control in the spirit of "Fighting the pandemic like fighting the enemy", focusing on pandemic prevention in the production sector.

Along with that, following the direction of the Prime Minister, the Ministry of Labor, Invalids and Social Affairs (MOLISA) is currently collecting comments from ministries and sectors to finalize the Government's draft resolution on policies to support workers and businesses facing difficulties due to the COVID-19 pandemic. Accordingly, the second support package, which is to help workers and businesses overcome difficulties caused by the pandemic, is expected to use VND27 trillion.

According to the MOLISA, as of May 2021, the first social security package disbursed nearly VND13.1 trillion. Analysis from labour experts showed that revolutionary contributors who are enjoying monthly preferential allowances, social protection beneficiaries, poor households, and near-poor households are paid more quickly than the other groups.

In addition to the social security support package, in 2020, the total amount of unemployment allowance and vocational training support was VND19.598 trillion, an increase of 40% compared to 2019.

So far, the support and unemployment policies have supported over 14.4 million people affected by the COVID-19 pandemic, using over VND32.694 trillion./.
