Vietnam - Laos cooperation in training and improvement of human resource quality

On July 9th, a signing ceremony between Hanoi University of Home Affairs under Vietnam’s Ministry of Home Affairs and the Department of Civil servants' Assessment and Development under Laos’ Ministry of Home Affairs took place in Hanoi.

The event was witnessed by Vietnamese Minister of Home Affairs Le Vinh Tan and Lao Minister of Home Affairs Khamman Sounvileuth.

In the framework of the signing ceremony, the two sides agreed to establish a long-term cooperation relationship in the field of training, cultivating, developing and improving capacity for human resources for the benefit of the two sides and establish a framework for cooperation fields.

Accordingly, the two parties coordinate to develop plans and organize training courses for cadres and civil servants of ministries, agencies and local authorities in Laos, focusing on state management of economy and public finance, public management, management of civil servants, administrative reform, administrative law and other areas of cooperation according to demand of the Department of Civil Servants' Assessment and Development, and in accordance with the training capacity of Hanoi University of Home Affairs.

The two parties and states have always considered the development of human resources as an important task, a strategic cooperation field and a manifestation of Vietnam-Laos special relationship. On December 21st, 2015, the two ministries signed a memorandum of understanding in the 2016-2020 to strengthen cooperation and share experiences in the work.

Since 2016, Hanoi University of Home Affairs has provided training courses for cadres and civil servants in ministries, agencies and local authorities in Laos in statement management, administration reform and achieves.

In 2007, the university was presented the first-class Labor Medal of the Lao People’s Democratic Republic for its contribution to cultivating capacity for cards and civil servants from ministries, agencies and localities in Laos./.
