The meeting aimed to prepare for the 5th International Cyber Week (SICW-5) and the 5th ASEAN Ministerial Conference on Cybersecurity (AMCC-5) expected to be held online in Singapore from October 5-9. This event has been organized annually by the Singaporean Ministry of Communications and Information since 2016 to exchange experiences and update information on the cyber security situation in countries in the region and around the world. At the invitation of Mr. S. Iswaran, Singaporean Minister of Communications and Information and Minister in charge of cyber security, Lieutenant General Luong Tam Quang, Vietnamese Deputy Minister of Public Security, will lead the Vietnamese Ministry of Public Security delegation to attend SICW-5 and AMCC-5.
During the meeting, the two sides expressed their concerns about the challenges and threats of cyber security, especially in the context and the complex impact of the COVID-19 pandemic that faces Vietnam and Singapore, as well as other countries.
Speaking at the meeting, Vietnamese Minister of Public Security, General To Lam shared the situation of cybersecurity in Vietnam and the region, as well as Vietnam's efforts to ensure cybersecurity in recent years. He emphasized that Vietnam had been facing unpredictable risks, challenges and dangers from cyberspace, which directly threatened national security and social order.
To deal with the situation, Vietnam has focused on improving cybersecurity capacity for critical information systems in national security through the promulgation of the Law on Cyber Security 2018 and the implementation of the national program on digital transfer, with the aim of bringing Vietnam into the group of 50 leading countries in E-Government Development Index (EGDI), according to General To Lam.
“In addition, Vietnam is also interested in building codes of conduct on cyberspace based on the principles and 11 voluntary standards of the United Nations to contribute to maintaining a healthy and safe cyberspace, and for more effective information security and safety,” he went on to say. “In the field of international cooperation, in 2020, the Ministry of Public Security will preside over the 14th ASEAN Ministerial Meeting on Transnational Crime (AMMTC 14), scheduled for November 2020, and recently participated actively at the 20th ASEAN Senior Officials Meeting on Transnational Crime (SOMTC 20).”
The Vietnamese Ministry of Public Security has always identified cybercriminals and high-tech crimes as the main front to strengthen coordination with law enforcement agencies of ASEAN countries, especially Singapore - the host country on cooperation in prevention and control of cybercrime in the AMMTC mechanism.
The Vietnamese Minister of Public Security also proposed a number of directions to strengthen cooperation in ensuring cybersecurity and information security, and preventing cybercrime and high-tech crime with Singapore.
Expressing his agreement with the Vietnamese side’s proposals to promote cooperation in cybercrime prevention and control, Mr. S. Iswaran gave an update on the cybercrime situation in Singapore and affirmed the commitment of the Government of Singapore in its efforts to combat this particularly serious crime and continue to strengthen cooperation with all countries in the region and around the world towards a safe cyberspace.
Sharing about this year's International Cyber Week with the theme "Co-operation in a Post-COVID Future", Mr. S. Iswaran said that Singapore wants all countries to realize the importance of enhancing capacity to ensure cybersecurity and promote cooperation and mutual support on the threats of cybercrime./.
