Project on building study society in 2012-2020 in Quang Ninh province

The northern Quang Ninh provincial People’s Committee has planned to carry out the project building a study society in the 2012-2020 period to promote completion of living skills and improve lives in the province.

Accordingly, the project is divided into two periods to eliminate illiteracy and popularize education, and improve IT, foreign language and professional skills.

The project attaches much attention to eradicating illiteracy among women and girls, and ethnic minority people in disadvantaged areas.

By 2015, the project strives to have 60% of families recognized as families having traditional fondness of learning; 100% of cadres and members of socio-political organizations to participate in training courses to improve professional skills and political levels; 85% of cadres and members of socio-political organizations to take part in training course on IT; and 50% of students to study living skills at educational establishments.

By 2020, the project strives to have 100% of cadres participating in training courses on IT to meet the demand; 100% of full-time cadres to graduate from universities; and 100% key cadres in communes to graduate from colleges.

The project proposed seven basic solutions, including studying throughout life via means of communications, libraries, museums, cultural houses, clubs; consolidating and developing educational networks such as community study centres, continuation education centres and other educational establishments; strengthening distance education; building mechanisms to cooperate among agencies, organizations, enterprises during the process of building studying society and promoting international cooperation.
