Hanoi to pilot online public service agency model

Hanoi will pilot online public service agencies in Cau Giay and Tay Ho districts in February 2025, and then expand them throughout the city.

Online public service agencies can support people in registering accounts on the National and City Public Service Portals; guide and support online application submission, receive and transfer applications directly if not eligible online; connect with the Public Administration Service Center to process applications faster through the online system; receive settlement results via post or return results directly at the agency. Postal units will support people in using online public services free of charge during the pilot period.
Based on the experience of the pilot, the Hanoi Public Administration Service Center will study and propose technical and economic norms to propose a policy for paying expenses to agents, expanding and developing more agents from resources of other enterprises and organizations.
The center will report to the Municipal People's Committee to approve the pilot project according to the roadmap. In particular, a project to pilot the opening of online public service agents in Hanoi, review the locations expected to be online public service agents that meet the requirements of equipment and facilities; and develop technical solutions on information technology to connect systems smoothly and effectively will be issued before December 15.
By January 2025, the implementation process of the project will be built and a training course on skills and expertise for employees will be held; in February 2025, online public service agencies will be piloted at small scale in districts of the city, and in March 2025 will be expanded throughout the city./.
