At the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that Hanoi not only closely follows the spirit of the Resolution but also has many creative ways to make culture truly the center of the city's development policy, creating a solid spiritual foundation for the capital's socio-economic development.
Over the past 10 years, in implementing Resolution 33 despite many difficulties and challenges, the city has made great efforts to create positive changes with outstanding results. The City Party Committee continues to thoroughly grasp and creatively apply the policies and viewpoints on building and developing Vietnamese culture and people of the Central Committee, inheriting and promoting the achievements after 15 years of Hanoi implementing Resolution 5 of the Central Committee (8th tenure), affirming creative, effective and appropriate ways of doing things in accordance with the specific situation of Hanoi, gradually meeting the requirements and trends of the times.
Hanoi has concretized these with practical goals, targets, tasks and solutions. In particular, the city is interested in building a strategy and vision for cultural development in line with the trends of the times, such as promoting the development of cultural industries; participating in the UNESCO Creative Cities Network.
The leadership and direction of implementation have been carried out consistently from the city to the grassroots level, in conjunction with innovation in leadership methods, improving the effectiveness and efficiency of the political system at all levels, building a team to do cultural work, and increasing resources for culture.
Thereby, the awareness, consciousness and responsibility of the majority of cadres, party members and people of the capital about the position, role and tasks of developing culture and building elegant and civilized Hanoians have been significantly raised; the cause of building and developing culture and Hanoians has made strong and comprehensive progress, achieving and exceeding targets in many areas.
Notably, the Hanoi Party Committee has directed the concretization of cultural development and building elegant and civilized Hanoians, which has been agreed on and supported by public opinion.
The work of planning and state management of culture is becoming more systematic, gradually improving management capacity and efficiency; focusing on institutionalization, creating a necessary legal corridor for cultural activities, strongly attracting many social resources to participate in the process of promoting the process of building a grassroots cultural life. Mass movements were launched in conjunction with the political tasks of localities, units and the New Rural Construction movement, attracting a large number of people to participate, initially forming many models of culture and sports at the grassroots level. The work of preserving and promoting Hanoi's cultural heritage was focused on. The fight against wrong views in the field of ideology and culture in the new situation was carried out closely and synchronously from the city to the grassroots level, resulting in timely prevention and handling of complicated incidents occurring in the area, which were highly appreciated by the Central Government.
