Accordingly, the 3rd HCMC Innovation Award in the field of economic development evaluates research works, solutions and works based on the criteria: creativity; solutions and effectiveness of the research theme.

The field of national defense - security is evaluated on the criteria: urgency; creativity; efficiency; and scale, scope of implementation and application.

The field of state management is evaluated based on the criteria: urgency, target, solutions; solving problems that need to be present in the project; novelty, creativity; effectiveness and application; impact on society; superiority, competitive advantage; development evaluation in the future and operational process management.

The field of communications is evaluated based on the criteria: creativity; efficiency, contributing to solving urgent problems, focusing on city construction and development; economic and social efficiency.

The field of literature and art is evaluated based on the criteria: theme - content has a positive impact on arousing tradition and creative spirit; high artistic quality, innovative style, language with characteristics of the Southern region and the land and people of Saigon - HCMC.

The field of science and technology is evaluated based on the criteria: creativity, effective solutions, contributing to solving urgent and central problems in city construction and development.

The field of creative start-ups is evaluated based on the criteria: creativity, economic efficiency and social impact.

In addition to the above criteria, works participating in the award that have won prizes or been accepted by the Scientific Council at the respective specialized competitions will be added points.

The regulations for considering and giving the 3rd HCMC Innovation Award are issued by the agencies in charge of the seven sectors./.
