He noted that the focus of the 2nd Ho Chi Minh City Friendship Dialogue and the 2024 Ho Chi Minh City Economic Forum is industrial transformation. He acknowledged that Chungcheongbuk Province’s extensive experience in this area, particularly in the semiconductor and high-tech industries, as outlined in the memorandum of understanding signed by the two localities, provides valuable lessons for Ho Chi Minh City and can help strengthen cooperation between them.

He also highlighted the potential for cooperation in high-tech agricultural development, an area both localities could collaborate on in the near future. Additionally, with Ho Chi Minh City having nearly 100 colleges and universities, collaboration in education and training, which has already been agreed upon, represents another area of significant potential cooperation.

He emphasized his desire for both Ho Chi Minh City and Chungcheongbuk Province to advance collaborative programs in high-tech agriculture, leveraging the city's educational institutions as a resource to implement the memorandum of understanding between the two sides.

During the meeting, the two parties discussed concrete cooperation programs, particularly in training high-tech and semiconductor technology professionals, with plans to involve 3,000 to 5,000 students from Ho Chi Minh City in the initial phase. Both sides proposed forming a joint working group to develop a detailed plan for selecting students and supporting training efforts.

Agreeing to move forward with the development of a skilled workforce, starting with the first 100 individuals, he expressed Ho Chi Minh City’s readiness to discuss and implement the plan during Chungcheongbuk's current visit. He also raised the issue of direct flights between Ho Chi Minh City and Chungcheongbuk Province, which would facilitate cultural exchanges and investment cooperation.

Governor Kim Young Hwan praised Ho Chi Minh City's efforts to apply AI, high-tech and semiconductor technology to its development. He noted that high-tech and semiconductor technologies are strengths of Chungcheongbuk Province and emphasized the need for both sides to focus on human resource training in these areas.

Regarding mechanical engineering and technical expertise, which are strengths of Ho Chi Minh City, Governor Kim Young Hwan offered 50 to 100 full scholarships for master's and doctoral students in mechanical engineering in the Republic of Korea.

Governor Kim Young Hwan also proposed that Ho Chi Minh City and Chungcheongbuk Province enhance their cooperation in green development, liquefied gas and green energy to reduce carbon emissions.

Currently, there are no direct flights between Ho Chi Minh City and Chungcheongbuk Province. Governor Kim Young Hwan suggested establishing a direct flight route to meet the significant demand for cultural exchanges and investment cooperation between the two regions./.
