Hanoi reviews 10 year of implementing Directive 40

(CPV) - The Hanoi Party Committee on July 9 held a conference to summarize 10 years of implementing Directive 40-CT/TU, dated November 22, 2014 of the Secretariat on “Strengthening the Party’s leadership towards social policy credit” in the capital.

Over 1 million poor households and policy beneficiaries receive loans

Vice Chairman of the Hanoi People’s Committee Ha Minh Hai reported that social policy credit is always considered one of the fundamental and key solutions to realize key tasks of the city and each locality to reduce poverty quickly and sustainably, create jobs, build new-style rural areas, improve people’s lives, develop the economy, and ensure social security. 

Currently, the entire city is managing and implementing loans of 19 policy credit programs. The 10-year loan revenue from 2015 to April 30, 2024 is 38,759 billion VND with more than 1.03 million poor households and policy beneficiaries receiving loans, while debt collection revenue reached 28,078 billion VND.

Total outstanding balance of the 19 credit programs as of April 30, 2024 reached 15,397 billion VND with 272,412 customers borrowing capital, an increase of 10,676 billion VND compared to the beginning of 2014.

Every year, the People’s Councils and People’s Committees at all levels pay attention to arranging the budget to transfer entrusted capital to the Bank for Social Policies to supplement loan capital, better meeting the loan demand of the poor and other policy beneficiaries.

By April 30, 2024, the total capital at the City Bank for Social Policies branch reached 15,452 billion VND, an increase of 10,715 billion VND (226%) compared to 2014. In which, local capital authorized through the Bank for Social Policies is 8,713 billion VND, an increase of 7,616 billion VND (694%) compared to 2014, accounting for 56% of the total loan capital.

Speaking at the conference, Deputy Head of the PCC’s Commission of Economics Nguyen Hong Son praised the results of implementing Directive 40-CT/TU in Hanoi. At the same time, he affirmed that the achieved results have shown that the Directive has come to life, bringing practical benefits to the people.

He also hoped that the city would continue to further popularize and raise awareness of businesses and people; integrate policy credit goals into local goals, thereby well implementing the goals that the Party and State have set for social credit policies.

Strengthening inspection, supervision over social policy credit activities

Permanent Deputy Secretary of the City Party Committee Nguyen Thi Tuyen assessed that over the past 10 years, Directive 40-CT/TU has been implemented seriously and methodically, associated with specific mechanisms of the city, thereby gathering the strength of the entire political system and the entire society, promoting the leadership and direction of Party committees and local authorities at all levels in effectively implement policy credit.

She requested that Party committees and authorities at all levels continue to thoroughly organize and widely popularize the content of Directive 40-CT/TU, Conclusion 06-KL/TU of the Secretariat, the city’s policy on social policy credit, contributing to further raising the awareness of officials, party members and people about the position and role of social policy credit in the city’s socio-economic development.

She also asked party committees and authorities at all levels to determine the implementation of social policy credit as one of the tasks to realize the annual socio-economic development plan and consider it as one of the fundamental and long-term tasks and solutions to realize goals and targets for economic development, ensuring social security.

On this occasion, the Standing Board of the city Party Committee awarded certificates of merit to 10 groups and 10 individuals; Chairman of the City People’s Committee awarded certificates of merit to 15 collectives and 25 individuals; and the General Director of the Bank for Social Policies awarded certificates of merit to 12 collectives and six individuals with outstanding achievements in social policy credit activities./.
