Vice Chairman Ha Minh Hai shared that the National Assembly had recently passed the Capital Law, and the city has submitted a proposal to the government for the Capital Planning Project for the 2021-2030 period, with a vision to 2050, and adjustments to the General Planning of the Capital until 2045, with a vision to 2065. These are key documents outlining Hanoi's development towards green finance, digital finance and a circular economy, and prioritizing science, technology, and high-quality human resources as breakthroughs.

According to Mr. Hai, Hanoi plans to build a large financial center in Dong Anh and aims to become a global connectivity hub by 2045. “The city hopes that London, as one of the four largest financial centers in the world, will share its experience, technology and recommendations on legal frameworks. Additionally, Hanoi seeks collaboration with London in the fields of education and training of high-quality human resources,” he said.

Mayor of the City of London Michael Mainelli noted that London, as an ancient city, faces many challenges in transitioning older buildings, which were not designed to cope with climate change. London is making efforts to reduce greenhouse gas emissions and lower temperatures through measures like painting, insulation and tree planting for cooling. Digitalizing data on old buildings is also crucial for conservation and restoration efforts. London is ready to share its experience and cooperate with Hanoi in areas such as finance, urban rail and education./.
