Public investment disbursement for agriculture fulfils nearly 36% of yearly target

(CPV) – Public investment disbursement in the agricultural sector reached about 3.52 trillion VND (152.98 million USD) in the first half of 2021, fulfilling 35.83% of its yearly target, according to the Ministry of Agriculture and Rural Development (MARD).

The investment plan of state budget capital in 2021 assigned to the ministry in the Government leader’s Decision 2185/QD-TTg dated December 21, 2020 is 9.84 trillion VND, including over 7 trillion VND of domestic capital and 2.845 trillion VND of ODA capital.
The MARD has planned to roll out a number of measures to remove difficulties and speed up the disbursement of capital for programs and projects, thus boosting production and preventing natural disasters.
In May alone, the ministry issued two documents on the adjustment of capital worth 412 billion VND for projects using Government bonds and official direct assistance (ODA) loans.
According to the ministry, it has reviewed and expects to disburse 100% of the domestic capital allocated for 2021.
In order to continue disbursing public investment capital in the coming time, the ministry requested the Ministry of Planning and Investment to report to competent authorities to solve problems about VAT payment in the direction of continuously allowing the use of foreign capital for tax payment for projects with agreements signed before Decree 56/2020/ND-CP taking effect.
It proposed that the Ministry of Construction implement solutions to adjust contracts and compensate for the price of materials/.
