Singapore will lift border restrictions on people from Vietnam and Australia, except Victoria, from October 8.

Singapore’s the Straits Times newspaper quoted information from the Civil Aviation Authority of Singapore (CAAS) on September 30, saying that both Vietnam and Australia have complete public health surveillance systems and have successfully controlled the outbreak of COVID-19.
“Entry from the countries is at low risk,” said CAAS in a statement. Over the past 28 days, Vietnam has not recorded any COVID-19 cases in the community. Australia (except Victoria) has a community disease rate of 0.02 among 100,000 people.
According to the latest decision to lift the restriction, travelers from Vietnam and Australia will be able to apply for an Air Travel Pass (ATP) to enter Singapore from October 1. The earliest time that travelers from the two countries could enter Singapore was October 8.
The ATP mechanism allows all types of short-term trips, including leisure trips. This program differs from "green corridor" arrangements among countries, which are often applied to essential business trips.
Upon arrival in Singapore, visitors must undergo a COVID-19 Polymerase Chain Reaction (PCR) test at the airport. Travelers must use the TraceTogether app during their visit in Singapore, together with some regulations.
CAAS also said it has updated Singapore’s travel advisories to allow citizens to travel to Vietnam and Australia (except Victoria).
Accordingly, CAAS recommends that visitors check the entry requirements of these countries and take the necessary precautions if traveling.
