Investing in traffic infrastructure to create impetus for socio-economic development is one of the great policies of the northern province of Quang Ninh.

It aims to make the province a gateway for world integration in the northern key economic region, a point in the “two corridors, one economic belt, Vietnam – China” development cooperation region, as well as in the trans-Gulf of Tonkin cooperation involving some Southeast Asian countries and China.
According to Chairman of the Quang Ninh provincial People’s Committee, investing in the traffic infrastructure system, including highways, airports, sea ports and the railway system, is necessary for economic development. However, when the budget for traffic infrastructure investment is not much, the province targets mobilizing capital from other resources. At present, it is calling investment promotion for traffic infrastructure projects by BT (Build- Transfer), BOT (Build-Operation-Transfer) and PPP (Public-Private Partnership).
Quang Ninh is a leading province in working with the Ministry of Transportation to carry out projects that use capital outside the budget or only use a part of the budget. The first ongoing one is the road linking Ha Long city with the Hanoi – Hai Phong national road.
In addition, Quang Ninh province is calling on international investors to invest in the building of Van Don Airport, and the Ha Long – Van Don – Mong Cai highway.
It continues to suggest that the Government and the Ministry of Transportation re-start investment in the Yen Vien – Pha Lai – Cai Lan railway to be promptly completed and put into use.
Together with it, Quang Ninh has also suggested the Government expand national road 18 going through Uong Bi – Pha Lai, upgrade the national road 4B through Tien Yen – Lang Son, invest in Mui Chua port, Hon Net deepwater port, Hai Ha port, and call on investment in Quang Yen district.
In terms of passenger transport, managers and enterprises have paid attention to updating vehicles and routes. High quality routes have created healthy competition among transport enterprises, encouraging them to use luxurious vehicles. Furthermore, the province has also focused on developing the bus route system, attracting people to use public transport to restrict private vehicles, reducing the number of traffic accidents.
Developing the traffic system not only helps the province exploit economic advantage, it also contribute to promote the potential of over 500 landscapes, sceneries and historic relics, creating opportunities for developing tourism and services, especially in the recreation industry.
The developed traffic system also facilitated the attraction of over 7 million tourists, including 2.4 foreign tourists in 2012./.
