Specifically, in the first phase from December 2021, the city will pilot greeting international arrivals under package and closed travel programs by air and waterways in selected areas and tourism service establishments.

In the second phase from January 2022, the southern hub will allow all qualified tour operators to serve international tourists.

During the period, tourists can join tourism programs combining multiple destinations after completing the tour program in HCM City within 7 days. In the immediate future, HCM City will connect with other provinces and cities such as Kien Giang, Khanh Hoa, Da Nang, Quang Nam and Quang Ninh, and may add some other localities.

The third phase will fully reopen to the international tourist market. The starting time will be based on the actual epidemic situation and the evaluation of the results of welcoming international tourists in the first two phases./.
