In the 2016-2020 period, Hanoi supported poverty reduction through a policy of prioritizing socio-economic development in disadvantaged areas, giving livelihoods to the poor and the disadvantaged, thus creating momentum for the city to reduce poverty sustainably in the coming years.

Notably, ethnic minority people’s lives have seen continued improvements. “So far, 100% of ethnic minority communes meet the national health criteria, 100% of ethnic minority households have access to safe drinking water, while their average income ranges from VND40-50 million per year,” said Nguyen Phuc Hai, Deputy Head of the city Ethnic Minorities Board.

Promoting the achieved results, in the 2021-2025 period, Hanoi strives to eradicate household poverty and prevent any households from falling back into poverty. According to Ms Hoang Thi Van Anh, Vice Chairwoman of the Ung Hoa district People's Committee, authorized agencies should increase the provision of vocational training to labourers, support agricultural production and help farmers consume products. Meanwhile, Bac Tu Liem district People’s Committee Chairman Luu Ngoc Ha said that sustainable poverty reduction solutions are to help labourers get jobs in official economic sectors, so they can have full access to and enjoy social policies.

Head of the Hanoi Department of Labor, Invalids and Social Affairs Bach Lien Huong said that in addition to poverty reduction measures that have been implemented, the city would accelerate the program on developing the social security system, improving social welfare and the quality of life of people of the capital in the period 2021-2025. “Accordingly, the city will coordinate with relevant agencies to carry out solutions to promote economic development and improve people's incomes; and focus on economic development of craft villages and OCOP (one product per commune) programs.

The city also encourages organizations and individuals to invest in remote areas, promotes socialization in poverty reduction, and prioritizes resources for socio-economic development, and sustainable poverty reduction in mountainous regions. Along with that, attention is also paid to vocational training for employees./.
